Human Resources Manager (Phoenix, AZ)

  • Enterprise Consulting Solutions (ECS) is a rapidly growing technology enabled healthcare services company primarily focused on recovering medical records for the nation’s largest health insurance companies.

    ECS is currently looking for a Human Resources Manager responsible for overall management of HR policies, programs, practices, process improvement and strategy development.

    KEY ACTIVITIES
    Employment

    • Process all local recruitment requests in an effective and efficient manner.
    • Design and conduct new employee orientations.
    • Complete onboarding process with new employees: offer letters, new hire paperwork, background checks and drug screens.
    • Manage all aspects of the separation process.
    • Work with Director of Operations to manage temp agency relationships

    Compensation and Benefits

    • Monitor and alert appropriate parties of any variance between budgeted and actual salaries and headcount.
    • Manage the payroll administration process.
    • Gather all necessary data to benchmark salaries and benefits.
    • Prepare and maintain company salary structure, job descriptions, and job evaluation processes.
    • Administer and explain benefits to employees, serve as liaison between employees and insurance carriers.

    Employee Relations

    • Detect and handle complaints, disputes and grievances of all staff. Communicate employee relation issues to the appropriate parties as needed.
    • Conduct exit and grievance interviews with all departments/staffs.

    Rules and Regulations

    • Maintain and update employee handbook on a regular basis.
    • Provide advice, assistance, and follow-up on company policies, procedures, and documentation.
    • Coordinate the resolution of specific policy-related and procedural problems and inquiries.
    • Develop and recommend operating policy and procedural improvements.

    HRIS

    • Monitor timely update of personnel records (personal details, position, salary, appraisal outcomes, leave records, training and awards).

    Other Duties

    • Develop HR strategies by identifying and researching internal needs; contribute analysis, and recommendations to organization strategic thinking and direction; establish HR objectives in line with organizational objectives.
    • Manage HR and Payroll operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; determining, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
    • Support management by providing HR advice, counsel, and decisions; analyzing information and applications.
    • Ensure compliance with federal, state, and local employment, and privacy regulations and contractual commitments, advising management on needed actions.
    • Adhere to all policies and procedures concerning all confidential information including but not limited to internal use and restricted information, including Individually Identifiable Information and Protected Health Information (PHI).
    • Perform specific research/investigation into operational issues, as requested.
    • Prepare and maintain organizational charts.

    Qualifications:

    • Bachelor’s degree required.
    • 5 years HR Generalist experience required.
    • Knowledge of the principles of personnel, benefits administration, personnel files and records management, and effective customer service practices.
    • Understanding of HR practices and principles, and all applicable employment, payroll, benefits, health, and safety laws and regulations in the US.
    • Strong computer skills in monitoring and assuring the confidentiality and proper maintenance of human resources database, files, and reports.
    • Skill in assessing and prioritizing multiple tasks, projects and demands.
    • Ability effectively and professionally resolve conflict.
    • Ability to build rapport with stakeholders at all levels within the organization.
    • Ability to be flexible and quickly adapt to a changing business environment.
